See my post below where I answered my own question. TurboTax Deluxe changed the way this form was handled as in previous years it used to have you print it for paper filing and clearly said that it needed to be mailed, right in the program as one of the steps.

One of the county's form just listed amounts titled Line 1, Line 2 and Line 5 without telling you what they were so it's tricky to get them on the worksheet. You have to go back in to the program and select File and go through the eFile process a second time.
In my case that second time was after the Federal and State returns were accepted.
